WITH reference to your telegram No. 148 of the 17th August, I have the honour

Peking, August 19, 1906. to report that on the 17th July the Wai-wu Pu replied that the Viceroy had been instructed by telegram to effect the capture of the pirates, and they informed me later, in a letter of the same date, of the capture of a leader and one other. 20th July at the Wai-wa Pu that drastic measures to suppress piracy in the two I urged on the Kuang provinces were necessary. They informed me that a telegram pressing remedial steps was being sent to the Viceroy on the subject. At the same time, pressure was being exerted locally by His Majesty's Consul-General in the same direction. In a despatch received on the 13th August he informed me that a search was being made by an energetic Admiral with a force of 900 men, and that 70, of whom 4 were Sainam pirates, had been arrrested.

Two more outrages on British launches, one on the 10th August above Wuchow, and the other on the 15th August near Canton, were reported by His Majesty's Consul-General on the 17th August. I made strong complaint on the same day at the Wai-wu Pu, and urged that radical measures be taken. The difficulties were enlarged on by Tong, who is a Cantonese. A change of Viceroys, he seemed to suggest, would be the best solution.

Yesterday I wrote to the Wai-wu Pu again.
